New Zealand’s property development sector is entering a period of significant change, as regulatory reforms reshape how projects will be approved, built, and delivered in the coming years.

On 26 February 2026, Property Development Solutions (PDS) hosted a member event at Remuera Club in Auckland, bringing together developers, industry professionals, and advisors to discuss the future of New Zealand’s building regulatory environment and its implications for property development.

The event featured two distinguished speakers:

Jason Reu, Board Advisor at PDS

Together, they provided insights from both the policy-making and industry perspectives, outlining the direction of current construction reforms and how these changes may influence the development landscape over the next several years.

A Shift Toward a More Efficient Development Environment

Dr. Carlos Cheung highlighted the Government’s ongoing efforts to improve efficiency across the construction and development sector. For many years, the industry has faced challenges including complex regulatory processes, lengthy consent timelines, and rising construction costs — all of which have impacted the speed at which housing can be delivered.

The Government’s reform agenda aims to streamline regulatory systems, improve consent efficiency, and encourage more flexible construction approaches. Emerging housing solutions such as secondary dwellings (“granny flats”) are increasingly viewed as part of the strategy to improve housing supply.

Reform Implementation and Industry Impact

Jason Reu discussed the reform framework currently being advanced by MBIE (Ministry of Business, Innovation and Employment) and how these changes could affect the development process.

A key focus of the reforms is the optimisation of the Building Consent Authority (BCA) system, with the goal of creating a more efficient inspection and approval process. The reforms are also exploring ways to support modular construction and off-site prefabrication, which have the potential to reduce construction timeframes and improve cost efficiency.

At the same time, policymakers are working to strike the right balance between maintaining construction quality and improving regulatory efficiency.

Current timelines suggest:
• A Building Amendment Bill may be introduced in the first half of 2026
• The legislation could pass in Q3 2026, followed by a one-year transition period
• Key regulatory changes are expected to take effect around 2027

For developers planning projects over the medium term, understanding these policy signals will be increasingly important.

Property development is inherently complex, involving multiple stakeholders across financing, planning, construction, and compliance. In a changing regulatory environment, access to reliable information and strong industry networks becomes even more valuable.
